You can confirm the bit-ness via user agent string in chrome://version page:
Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/38.0.2125.66 Safari/537.36

If it’s a 32-bit Google Chrome installed on 64-bit Windows 8.1, the user agent string reports this (i.e. WOW64 indicates it’s a 32-bit browser on 64-bit platform):
Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/37.0.2062.120 Safari/537.36

Alternatively, browse to chrome://chrome (i.e. About page) – there is a 64-bit keyword next to version number.
