Trick to solve Windows 7 CHM error
If there is no content displayed except the “Navigation to the webpage was canceled” message:
1) Right click the CHM file and select Properties.
2) In the General tab, click the Unblock button:
3) Click OK button and open the CHM file in question again – the content should be displayed now. Good luck.

CHM (Microsoft Compiled HTML Help) is a proprietary help file format developed by Microsoft to replace WinHelp format and is commonly used for creating e-book as well.

OMG! Just know there is another trick that needs less mouse-clicks!
Just uncheck “always as before opening this file” during open the file :-)
